How does the use of a filibuster threaten the principles of unlimited debate and majority rule in the senate?

When Republicans were in the majority from 2001 through to 2007, they tinkered with Senate rules in the event they would one day be in the minority once more. Democrats did not seem to understand the ramifications, much to my annoyance (C-SPAN2 Senate sessions over the years), and went trustingly to the slaughter house, so to speak.

The Senate MINORITY, led by ornery corporate-colluding multi-billionaire Mitch McConnell (R-KY), has used every single dirty trick or parliamentary procedure at their disposal to BLOCK or to FILIBUSTER every Obama initiative, every single Obama nomination (we still do not have a vital Commerce Secretary, for example), and anything the GOP or TeaP'ers feel might reflect badly on President Obama come the 2012 election year---the nation's well-being be DAMNED! There is a procedure that can be used to block debates as well, and if you review the efforts made during the week of Christmas 2009 to sneakily derail insurance reforms by going to the C-SPAN1 (House) and C-SPAN2 (Senate) archives, you will see some of the maneuvering and attempted dirty tricks in action.

Senate Majority Leader Harry Reid (D-NV) changed the rules to only needing a 51-vote "simple majority" instead of the "super majority" of 60 that Republicans had imposed, and this does free up some of the stalled legislations or nominations, including President Obama's American Jobs bill.

Who initiates a filibuster?

Which of the following characterize the filibuster by members of Congress?
I. It can occur in both houses of Congress.
II. It can occur only in the Senate.
III. It can be halted by a vote of cloture.
IV. It can lead to a stoppage in the legislative process
V. It can only initiated by a member of the majority party in the chamber.

Okay this is a question on my quiz and I know II, III, and IV are correct (I hope). What about V?

Thanks so much.

Regarding legislation, with the filibuster in the senate, would it have made any difference if the GOP had held the house?

Appointees did matter. Democrats sought to block everything. I have never seen the amount of partisan, immature behavior. With Kavanaugh, they dragged out a super progressive professor with no collaborating evidence to try to block a confirmation. This will catch up with them.

Which of the following statements about filibusters is true?

Middle one only.

Edit: Okay, the last one could technically be correct if you say that hte minority's opinion was that the bill should never be voted on. I, however, thought of it more as the minority party could get a different version (opinion) of a bill passed as part of the process.

How is a filibuster undemocratic?

It is not undemocratic at all. It is a safety valve in case some extreme law or regulation is proposed and voted in without proper debate and consideration of consequences. Isn't it strange that Libs are forever claiming the Republicans filibustered all of Obamas proposals, when before the last election the Dems had filibuster proof majorities in both the House and Senate. All they had to do was vote to end the debate.
