I am considering in getting a Pokémon game for the 3DS, should I get X/Y, ORAS or await Sun/Moon?

In my experience, I found Pokemon X too easy. It appears based on my knowledge, that leveling was far faster and the gym leader's teams were weak in comparison so I  breezed through all the leaders. This could also be partially because I forgot EXP Share was on (New method for that than other games). So that may be worth keeping off if you want a challenge with X. Otherwise it is a great game, awesome story, and the new region is a breath of fresh air.The leveling issue was fixed with OR/AS. I felt like I really had to work to level my team (like you should have to). The game also includes far more end game than the original Ruby and Sapphire. This includes more end game story, and more legendary Pokemon to catch. The only downside to this game is that it is a remake. However this wouldn't be an issue if you didn't play Ruby or Sapphire, or if you really enjoyed it and want to play it with more content and better quality.If you are really interested in getting into Pokemon on the 3ds. I would get either X/Y, or OR/AS (As a fan of the series I recommend both). Since we know virtually nothing about Sun/Moon, you wont know until we know more about it if it will be worth the wait.

Why does Ash Ketchum never win a league?

While the other answers gave a “in universe” explanation, I’ll give a “out of universe’ explanation. The creators want the Pokémon anime continue for as long as possible. The main storyline of the anime focuses on Ash Ketchum’s journey to become a Pokémon Master, “the very best like no one ever was”. If Ash did achieve that dream or even made significant progress towards it, it’s a signal that the show will come to an end. Masamitsu Hidaka, a former director of the anime, even stated himself that if Ash becomes a Pokémon Master, the show ends. The creators however don’t want that and so as a result, they will always keep Ash in check and make sure he neither achieves his dream nor take any big steps towards it. Hidaka said that the creators will keep adding new badges to earn and new regions to explore.So why can’t the show end?One reason would simply be the show’s immense success and popularity, with fans from all cross the world. Ever since the show aired in the late 1990s, Pokemon have grabbed the attention of kids from every generation between then and now. But that’s not the only reason. There’s a deeper one.The YouTube Channel Treesicle made a video that did a really good job explaining this reason. Here’s the link, but I’ll give a overview. The Pokémon anime is a glorified commercial created to promote the franchise’s merchandise, games, toys, cards, and more. Every generation releases new merchandise based on the introduction a new region, new Pokémon, new characters, and etcetera, but the franchise needs to way to properly market them to the public. And thus came the anime designed to highlight every new generation. Pokémon wants continue the Pokémon anime because this marketing strategy works very well and earns them big revenue.Because of the reasons above, Ash will never become a master, so he will never accomplish any feats that makes one a powerful trainer. He will never win an official Pokémon League and become a champion. He will never “catch them all”. He will never own any Legendary Pokémon. He will never fully evolve all the Pokemon he caught and have a strong solid team. The writers will always find a way to make Ash Ketchum fail in the end, even in times like the XY series, which tricked many of us into believing that Ash might actually win a league.
