Why isn't the U.S. Postal Service mail ever delivered in the morning? What time do carriers typically start?

I am what is called a City Carrier Assistant. This means I fill in for a carrier when s/he has a day off other than Sunday. Carriers in my office arrive at 7 am (or 6:45) then they do something called "casing" the mail. This means they put magazines and catalogs and other over size mail into a case which has all of the addresses on their route. They also organize the packages they are to deliver. This typically takes about an hour and half. The goal for all is to be out the door and on your route by 9 am. They spend 8 hours delivering your mail.This is a long-winded way of saying that some people do get their mail in the morning while others because of where they are on the route, get their mail in the afternoon - all the time.This can change if someone like me delivers your mail. If I have not done the route before, it will probably take me longer to deliver than your regular carrier. It can also change if there is no one to fill in for your carrier when they are absent. When this happens, everyone (if it's a small office) or a few others (in a large office) take swings off the route. This means they take part of your carrier's route in addition to their own 8 hour route. So that affects the time too.

You failed to keep a safe distance of at least 2 seconds from the car in-front of you. There is no point disputing this if you find yourself in the situation as described.The general rule is if you hit someone from behind, you are assumed by default to be at fault. However, there are exceptions to this rule.The car in front pulled an illegal manoeuvre and you have a witness to verify this is the case.The car infront reversed into you. Once again, you need a witness or this is hard to prove.The car in-front of you had no brake lights or any lights whatsoever, thus driving an unroadworthy vehicle.Someone hits you from behind and you were stationary, pushing you via the impact into the car in-front. If you were moving at the time and were hit, then you are partly to blame.The car in-front encounters an emergency situation like; engine dies, tire is punctured or loss of control of the vehicle and they do not use their hazard lights (if operable).The driver in-front was distracted via the use of a mobile phone or another handheld device and you can prove it (very difficult).There are some other niche situations where hitting someone from behind would not be your fault. However, in most situations the case is clean cut and who is to blame is immediately evident.Always keep a safe distance, follow the rules and just be a decent human being on the road.

Saturdays (with the exception of some holidays and weather events) have a 12 noon commit time in most areas rather than the 10:30 am commit time for regular weekdays (business days).
