Mass Effect 3 paragon dialogue option?

The 5000 thing is only necessary for Synthesis and the "Shepard in the rubble" secret ending.

For TIM, you barely even need anything from the previous games because they barely put a dent into your alignment for the new game. As long as you've stayed almost entirely positive or renegade, you'd get the option at the end.

I went entire paragon, although I did make a few incredibly minor Renegade choices when I felt it was appropriate, like buying a round of drinks for the soldiers on the citadel and doing shots with them.

What platform are you playing on? The only other instance I've heard of something like this was from a friend of mine not getting some major paragon/renegade choices, but he also pirated the game. If that's the case here, it may be something like what Rocksteady did with Batman: Arkham Asylum on PC, where you wouldn't be able to maintain a glide for an extended period if the game was pirated, meaning at a certain point you'd be stuck because you couldn't get over a pit filled with poisonous gas.

Still, I had the option to save Miranda, and I did, so you obviously made a few more unaligned choices than I did.

With TIM, at every opportunity during the multiple ME3 conversations you have with him, you're supposed to use the Paragon options ask him to join with you and help you fight the Reapers (assuming you're paragon). If you didn't or were inconsistent, you wouldn't get the option at the end. Pretty sure that's the only thing that affects that last set of dialogue options.
