Postage Stamp should always be placed at the top right corner of the envelope with the return address on the left side of the envelope. Shipping address should be always centered on the envelope with the correct address and zip code. I being once the postage due clerk often get many envelopes with the stamp placed somewhere else which delays the mail. I once placed a Post office meter stamp at the kiosk over lapping the top right corner and sadly returned to me with a postage due on it because of the postage not showing. So if you don’t want any delays, always place the stamp at the top right corner.

Is it possible to delaminate a certificate which has been laminated?

I do NOT recommend doing this - it will destroy your valuable document, as applying enough heat to un-laminate it will cause the ink to run and spoil the document, and the paper will be damaged from the attempts at de-lamination. The proper way is to get a duplicate of the certificate, or take a colour photocopy and get that certified accordingly, with the words “Original seen”, and whatever other clauses are needed.Anyway there is no legitimate reason to de-laminate a sealed document, other than to commit fraud by tampering with its contents. The whole point of laminating is often to prevent fraud, as well as protecting the document - Singapore laminated its birth certificates at issue for a while now.
