Whats call forwarding?

There is a code. This may vary depending on the company. It could be like *76 and than type the phone number of where you are directing the phone calls to you. Basically you can forward your phone calls from your land line to your cell phone.

Ask the phone company what the code is. I'm using this as an example
Basically you would dial *76 (123) 456-7890. It is going to ring to your cell phone. You have to answer your cell phone in order to make it go through. Once you answer your cell phone you hang up both lines and it is forwarded.

Now to stop the forwarding. You just type in a different code on your land line say *73 and that is it. You'll hear a click and couple of beeps (or something like that) and dead air. This means it has stopped the call forwarding.

To Activate:

Press *72.
Enter the phone number where you want calls to be forwarded. (e.g. *72-908-123-4567).

What is the cheapest and/or best way to forward U.S. phone calls to Mexico?

While in Mexico, I'll have a Mexican SIM card, with plenty of data on the plan. I'm trying to devise a cheap way for people to call me while I'm there.
I know that, for free, I can have them use a VoIP, like Skype or FaceTime, but that requires that they be calling from a computer or smartphone with the same VoIP app.

So, bonus points if you suggest a solution whereby I can give them a U.S. phone number that they can call for free (I'm willing to pay for the privilege, up to a point) which would forward to my VoIP app.

Now, I realize that Skype offers this (they used to call it "Skype-In") and Google Voice is probably the same kind of deal, but I've had hit-or-miss (mostly miss) experience when trying to receive calls with Skype. It usually doesn't ring if it's in the background on my iPhone. So, you get *more* bonus points if you can suggest a solution which wouldn't ring to the app, but ring to the actual phone number I'll have in Mexico. Now, I realize that I could achieve this by just forwarding my U.S. number to the Mexican number, but I'm trying to leverage VoIP in order to avoid international calling charges. So, the idea is: U.S. phone -> U.S. number for a U.S VoIP station -> Mexican VoIP station -> Mexican Phone. (Yes, I know they're not "stations"... I just can't think of a better term for what I'm trying to describe).

Even *more* bonus points if I can get my current U.S. phone number to be directed so (although I imagine that, once I had the rest, I could just use plain ol' call-forwarding to forward my calls to the "Skype-In" number).

And, of course, more bonus points for letting me call U.S. numbers from Mexico using the same trick.

So, to re-cap, the ideal solution would be to have some U.S. number which would forward to my Mexico number, while using some VoIP trickery to keep calling charges to a minimum. Failing that, then I suppose some kind of U.S. number to VoIP app (and, hopefully, from the app to U.S. numbers, too).

Anybody have any slick tricks for this?
