Can A military doctor prescribe me adderall or do I have to go to a psychiatrist to get it?

It depends on the doctor. Some will prescribe things freely for their patients while others will want them to see someone more experiences in psychiatric issues. I'm not certain but I'd imagine the military would want you to see a psychiatrist if you feel you need Adderall.
