Can a mail carrier refuse to deliver because of a dog?

Ok so I know that a mail carrier has the right to refuse to deliver mail to a resident if the mail carrier finds the dog as a potential threat, but can the mail carrier refuse delivery if the dog is locked safely inside the house but is barking? Our mailbox is on the porch and the storm door is left open for our dog to lay and look outside, but the mail carrier has not delivered mail to our house for the last two weeks. According to her the dog barks when she walks up on the porch and it scares her. She has also complained about our sunflowers that grow on the left side of the walkway last summer. Her reason for refusing to deliver our mail that time was that she was afraid that a bee might sting her. I just need some clarity on this. Is the mail carrier right for doing this or is she just a constant complainer. Thx

Why does my husband use incognito mode in his browser?

The most obvious answer is that he's looking at porn, but there are other reasons to use it. I do it if I'm searching for something I don't really in my browsing history, like how long does it take a person to drown or symptoms of x poison or how strong do you have to be to dismember a body. (I'm a writer. What can I say?) I've also heard that if you're searching for travel prices, you should ALWAYS use private browsing. What I heard (and I'm not sure if it's true) is that if you don't buy the tickets right away, with some travel companies, they use a cookie to track that you've done a search before and when you return, the prices on those tickets go UP. They will continue to go up until you, in a panic over rising prices, buy. Also, sometimes, if I'm shopping, I find it really disconcerting if the items I was just browsing suddenly show up in adverts at every site I go to. I really find that invasive, especially if it's something personal like underwear or the like. I can be a bit of a hypochondriac too, so sometimes I'll search for embarrassing things like the symptoms of some rare form of cancer just to see if I have it. (Yes, I know it's irrational, which is why I do private browsing when I do these things.) There are lots of things that he might not want you to know about that are quite innocent. Or, he could be watching porn.

What would the fall of the United States look like?

A fall of the United States is probably inevitable. People said that Rome couldn’t fall-look what happened. The Mongols fell. The British Empire collapsed (largely to the burden of the two world wars, which weren’t peaceful at all). Persia fell.The United States is far away from collapse. But when it does fall, it will most likely be due to the adverse affects of climate change.I don’t believe in the modern day, “climate change and ISIS are linked” quite frankly. The world hasn’t gone through such a drastic period-yet. Without action, however, it will.It will start with droughts, like we see in California-only bigger, harsher, and longer. Civil unrest will grow-people need water to survive, grow crops, etc. Without water, the economy begins shrinking (Also at this point, chunks of Africa, Central Asia, and the Middle East is a chaotic mess of water wars). More unrest begins.(water wars aren’t rampant speculation).Looting ensues, and the country starts to descend into anarchy. Climate change adversely affects crops as well, and this combined with the fact that bees are dying off en masse (Are Bees Becoming Extinct?), results in famines across the United States.A desperate United States begins to invade neighbors for resources-particularly Canada, with its abundance of oil and plenty of farmland and lakes. However, these wars drive unrest in the United States, as resources get diverted toward the war effort. People start to riot against the US Government, and form organized militias to gather resources. Regional warlords rise, and fight over control of vital areas-the Mississippi river, Great Lakes, Great Plains.The Government loses all control, and flees to a bunker. The United States, the global defender of freedom and the West, has fallen into anarchy. Much of the United States, once a prosperous, free land, turns into a total warzone between competing factions. Once great urban areas are bombed out. The Great Lakes is the site of naval warfare, and is mined to the point of being unusable. Also, much of the Eastern seaboard, west coast, and gulf of Mexico, is now flooded, as sea levels rise. America’s greatest cities-New York, Los Angeles, Miami, Houston, San Diego, are now underwater.The land of the free, and the home of the brave, has fallen. The United States of America is no more.
