I don’t think so. You will need an LLB or JD to study a Master’s in International Law.If you do not want to spend 3 years doing LLB, then consider being accepted to the Fletcher School of Law and Diplomacy to study a Master’s in International Relations. They offer a very good concentration in Public International Law for students who do not have a Law background. But to practise as an Intetnational Lawyer, you will need an LLB or JD. His friend had the exact same predicament as you.

Is it better to study law or international relations for a bachelor’s degree, if you want to work in an international organization?

Law, definately. You can always take extracurricular modules to widen IR curriculum, and focus your thesis on a proper aspect of some international organizations or affairs with a right mentor.I graduated from IR and I have a good job due to a lot of luck and a lot of connections that I maintained and keep - but definately not due to my diploma. And diploma in Law widens your options if your interests shift. With legal background you may also join very interesting diplomatic teams that work in international dispute settlement. With IR there is no such option.

What degrees should I major in to become a lawyer?

It doesn't really matter what you major in. Popular choices are history, political science, business (wide variety here), engineering, english. The important part is to pick a major that is useful to you. Majoring in basket-weaving won't impress any admission committee. God forbid you get a Bachelors and then decide you don't want to be a lawyer.

Also, if you pick a major you are interested in, then your grades will generally be higher. As for the suggestion of Criminal Justice, it would demonstrate an interest in being a criminal lawyer but nothing else. Very few law students actually pursue criminal law as career.
