Why do game codes sell so cheap on ebay?

I'm speaking of the never settle deal amd has. I recently bought a new graphics card and it came with two game codes, the current one has three, but in my case what im saying is these games cost 60+ new. Newegg value is something outrageous like 169 dollars which is stupid but Why are they selling less than two for one on ebay and if you can get games two for one why isn't everyone doing it? Does everyone just want a hard copy vs a digital copy? To me a digital copy cannot get damaged is where as a hard copy can get scratched, lost, stolen, why the discrepancy? The games are crysis 3 and bioshock infinite.
