go with the 990 the i5 2500 is the faster chip and pairs well with an RX 480 or a GTX 1050ti for gaming at 1080p high and if you can swap out the PSU for something around 600watts.

The 780 Optiplex was available with optional 256mb ATI Radeon HD 3450/3470 or Nvidia Geforce 9300 GE cards.If it did come with a discrete GPU it should have no problem running Roblox.
You won't be able to turn this PC into a gaming rig because the hardware and LGA775 platform are simply obsolete.That PC is limited to 4GB of RAM and features a 10-year old Core 2 Duo processor which will bottleneck absolutely every modern GPU.Don't bother about upgrading it because it won't be worth it. You'll basically be throwing money away so I'd recommend saving your cash for a brand new PC.
You could get yourself an outboard eGPU box and hook it that way. But to experience the advantages of the new GPU you will need a fast I/O to get the signal back and forth. It's like putting a Ferrari engine in a Camero. The Camero can get you around the block, but putting a high strung beast in the chain with 90 degree turns and narrow two lane bridges will cause you to downshift and idle across the bridge before you can attempt to open it up.It sounds like a well thought out upgrade is in order. A good picture search on Google for 7010 SFF and MT Motherboards shows that they are completely different in layout, number of Ports, Socket locations and tones more. None of the clip and lock fan shrouds and heat sink mounting would be able to fit.Dell motherboard also don’t have standardized Power Connections or Front Panel connectors between form factors or model types. I have moded SSD drives and hacked in Laptop DVD burners into SFF Dell Cases but Motherboards? No it’s cheaper to pickup the wanted form factor computer complete from a second hand supplier then to hack non standard form factor dell hardware.
