Yes, you can normally update your firmware. You'll lose the jailbreak and need to re-jailbreak (if one is out for the update), but there are some settings that stick around after updating (!). For example, I had installed a 5-row keyboard hack, and after updating, my keyboard was dead-on-arrival (it would not appear). I had to go into the keyboard settings and do some mucking around to get it back.If you want to be ultra-safe, restore using the new version (which will wipe out everything on the device). Just get a good backup first.

Why is my jailbroken iPhone going to safe mode so often?

It's probably what Alex had said. Since Jailbreaking is somewhat of a common practice these days, its most likely not due to any sort of RAM restrictions as it barely makes a different on a "vanilla' Jailbroken phone. The rough of it comes to when you install packages that modify iOS and cause it to crash like that.This is 99% caused by a tweak that you had installed, as Alex had said. Now, if you are in a constant Loop, even when you are in SAFE MODE - this means that you will most likely need to Restore your phone and rejailbreak. But, if you can stay in Safe Mode, then get into Cydia, go over one by one and remove tweaks that you've installed. Be sure not to remove ones that were added automatically but anything that you know that you had installed. If you don't have it already, I would highest suggest Mobile Substrate Safe Mode (I think it may even be a default now) which allows you to hold down the Volume rocker (i think) when the phone turns on that basically disables all tweaks so that you're phone doesnt crash and you can go into Cydia and remove packages. I've had this happen myself  on my iPad and sometimes if you even leave it at the "Crashed" screen, you can plug it into your computer, SSH into your phone with any available SSH client (I Use iFunbox) and then go into the Cydia Packages folder and just rename the files that are loading (each relates to a specific tweak that is installed) then restart the phone. If it was a Mobile Substrate tweak that was causing it to crash, that would resolve it.Be careful what you install as if you are the new iPhone 4s or iPad2, the New iPad, you won't be able to install 5.1.1 or lower anymore and will have to upgrade to the latest iOS6 which isnt available for a Jailbreak just yet.

IPhone has phantom touches to screen..?

iPhone 5 has phantom touches to screen.. when I do anything (text, facebook, pinterest) it starts going crazy and randomly selects things and starts typing, etc. I've done a soft and hard reset and fully restored it. I was hoping to figure it out instead of waiting for a new one. I'd prefer to resolve it with my phone. Any advice would be fantastic!

You should've stayed on iOS 9.0 or 8.4 and lower, if you ever had it on that version. I recently sold my 5 on 8.4 jail broken.
