What can countries do to reduce corruption?

The best example of a country that has seriously reduced corruption is probably Singapore. In their case, they index salaries of officials to the uper end of attorneys and accountants and make it clear no income from any other source would be tolerated(other than carefully monitored investement income).That example took place in a fairly autocratic situation with an exceptionally gifted, competent autocrat. Still I would support a similar measure in the US(and a lifetime ban on lobbying or outside income for Senators and Cabinet officials). I would also move to 100% publicly funded elections with the funds distributed proportionately by Citizens' assembly. I would also use Citizens' assembly to review all laws, executive orders and judicial decisions and give Citizens' assembly the ability to discipline elected officials. Are there countries which have no corruption?

Completely no corruption? Absolutely not. Corruption is often the inevitable result of large bureaucracies and immoral/unethical people working in them. Somewhere, there is at least 1 politician or bureaucrat working in goverment that doesn't have the best of intentions. This is why on the Corruption Perceptions Index by Transparency International, no country has a score of 100, which means 100% free of corruption. That being said, there are countries with so little corruption that it is nearly nonexistent. The Top 10 least corrupt countries are, with their score: Denmark (92)New Zealand (91)Finland (89)Sweden (87)Norway (86)Switzerland (86)Singapore (84)Netherlands (83)Luxembourg (82)Canada (81)So, as you can see, no country is super clean, but countries can come very close. Having a completely clean government would mean that no politican/government worker (or a number close to 0, maybe around 0-10) has ever taken a bribe, or that nothing (i.e. scams, secrets, etc.) is hidden in a country's intricate bureaucracy. Such a goverment, if anything, would probably be anarchic, as only the people can govern themselves with this level of transparency and morality.

Why is Jamaica so Corrupt?

Why is Jamaica corrupt? Jamaica, Cuba and Haiti all have very strategic positions in the middle of the caribbean sea. The problems that they have faced are related to that geographic fact.

So many 'powers' have wanted to control them (within the last 500 years) either directly or indirectly. US foreign policy, Colombian cartels and even the C.I.A. (historical fact) have played significant roles in shaping our landscape. We have seen the effects.

Invariably, these external powers are so much larger than our economies that their plots are difficult to resist. These plots typically fit perfectly into the external entities plan, at the expense of the locals.

In Jamaica there are two primary classes of people,

1. The powerful - Those who have learned to gainfully interface themselves with those who seek to gain strategic control. Politicians, drug traffickers, pirates, business men. Even plantation owners 200 years ago fit into this scheme of things.
2. The powerless - Those who abide by the rules and live within the economic box that has been created for them...trapped within small island politics.

The level of corruption is a Reflection of the disparity between these two groups. People in the 'powerless class' are realizing that they could live their entire lives and not be able to afford basic necessities that the 'powerful' can buy callously.

The perfect example is the police man who realizes that it makes more sense to accept a US$50k bribe from a drug trafficker driving a mercedes. The money would be more than several YEARS worth of salary. essentially, when these two worlds collide, the money wins often enough.

The CIA facilitated the importation of illegal guns to Jamaica (in some cases actually financed it indirectly) when they thought we were getting politically 'close' to cuba.

What do you think the CIA's actions did to Jamaica's crime situation? Did that make a cops job easier? Ordinary cops suffered, with NO financial reward at all. Duplicate this example accross other sectors in the Jamaican economy and you should get the picture very clearly.
