Liquid cooling or air cooling?

I am currently looking to build gaming pc and I am not sure if I should go with liquid cooling or air cooling. I have no experience what so ever with liquid cooling and I have had a friend that recently had his build badly damaged because of it so I am a bit worried about it. I am currently going to buy this build http://pcpartpicker.com/p/VNgnP6 tomorrow (12/15/2015) and I figured I would also get a second input on the parts as well. Just a bonus question, if I go air cooling, which fan should I go with, preferably one that would keep fairly low temps without being too loud.

Liquid Cooler making Water Boiling-like noise?

The title says it all.
My PC is using a liquid cooler, H100 corsair.
And it makes a sound like there's liquid boiling inside it.
But, it only make that sound on certain moments. After that, it's gone.
And even more bizarre, it happened when I started up my PC. I checked the temps,
the CPU temp ranges from ~35 - ~45 C using CPUthermometer
When I used speedfan, none of the temps (GPU, etc) reach even 45 C.
I asked the store I bought this rig and they say it's normal.
So, is it REALLY normal ?
Almost forgot, I checked the air coming out from the case and the air coming out from the CPU ventilation is also cool, not even warm.
