When do you think marijuana will be completely legal for recreational use in all states?

Yes And sooner than you think…Here’s why The big western states already have a few tourists who come to buy marijuana party a little and take a bit home and leave their tax money here.But few people want to or are able to travel long distances so they buy a bit from their local black market.But on the east coast, the states are a lot smaller. Once one small state like say Vermont legalizes, the adjoining small states will soon notice that their citizens are driving across the border for an few grams and leaving the tax money. It won’t be long before those states end prohibition to get their fair share.

Oregon and Washington D.C legalized Marijuana question?

There were only two states in the US that had ballot initiatives to legalize pot, and the both passed. Oregon and Wash. DC (technically Wash DC is not a state). Two years ago two other states legalized it the same way, Washington State (not DC) and Colorado.

The idea of a federal system like we have is that the states serve as 'laboratories'. States can change their laws, and the rest of the country watches them to see the results and then decides whether to do that themselves. It wasn't clear whether the fed. govt. would allow states to legalize pot but apparently they are allowing it. After 5 years or so we will have much more actual evidence of the consequences, and more states might legalize it, or the fed. govt. might legalize it nationwide. If it goes state by state, Texas and Oklahoma will be the LAST to do it.

It's interesting to note that no state legislature has passed a bill legalizing marijuana. It's only been done through the initiative process, meaning a law made or changed directly by the voters. And some states don't have an initiative process!
