Can a Park Ranger give you a ticket for speeding?

My fiance was on his bike on a small highway and a Park Ranger clocked him and pulled him over. He got a ticket for $300+ for going 65 in a 55 with no insurance(he just got the bike). What can we do to fight this in Kansas? Can a park ranger even give you a ticket when you're on a state highway?

I was in morning rush hour and was just going with the traffic's flow. I was coming up to my exit when I saw a white van on the right shoulder. I was in the #3 lane when I passed the white van. I then looked in my rear view mirror and saw an officer walking to his motorcycle (so he was parked in front of the white van, maybe just gave him a ticket?). By the time I was off the exit ramp he pulled me over. He said the actual speed was 81mph and the cited speed was 75mph (posted was 65mph) and on the top of the ticket the officer checked raddar. I didn't say anything, i didn't argue just needed to get to work on time so I kept my mouth shout and signed it. Now I KNOW he didn't gun me and I KNOW i wasn't going 81mph but I ADMIT going atleast 75mph but so was everyone else around me. Is there a way to take this to court? Or i should just accept the fee and move on? Thanks

Do cops take photos when issuing parking tickets?

I got a parking ticket on my motorcycle because I was apparently in a commercial vehicle area (1 spot over from a metered zone) and i had a ticket when i got back (I thought they didn't ticket motorcycles because I'm not actually taking up any space on the street essentially being perpendicular to the curb and all). So when i got back to my bike i moved it over one spot where im on the pay to park side of the pay to park/commercial zone (<--pay to park; commercial vehicle --->, i am not essentially where the semi colon is) and i took pictures planning on fighting the ticket saying i was on the pay to park side not the other side. Would the cop have pictures that contradict this or will my pictures prove im in the clear. Keep in mind that i am still parked at the address that the cop wrote on the ticket just one space over. I guess also, is there a system where i have a right to see all of the officer's notes and pictures for the case before i get to court, called like discovery or something. and if so how?
