What can the police really do during a noise complaint?

This depends on the ordinances in your jurisdiction. Where I worked, the noise ordinance hours were from 2300 hours to 0700 hours - that meant that if I, as a police officer, heard disturbing noise emanating beyond the property lines of a given residence, I could unilaterally issue a citation to the offender without the need for a complaintant (attention apartment dwellers - your property lines are literally your walls, so mind your music). The logic is that, given these hours are when the vast majority of the populace is trying to sleep, I can act in the interest of the city at large in enforcing the noise ordinance.However, during all other hours, in order for me to issue a citation I have to have an individual victim - that is, someone who will sign a citation and have their name attached to an official police report, saying that their peace was disturbed by the activity of the offending party. I can then issue the citation and give the offender a court date. However, it seldom came to this, because:Your name and contact information are included in the police report, and your signature is on the ticket. Since the offender is probably a neighbor, they're going to know exactly who cost them a trip to court - so don't expect a Christmas card this year. By signing the ticket, you are in effect agreeing to testify in court as the plaintiff in the case. Judges work when you probably do - in the middle of weekdays. Are you miffed enough about the dubstep session next door to take time away from work to testify about it in court?I usually highlighted these facts when someone raised a righteous finger in the air and declared that they were PRESSING CHARGES (I think some people just loved hearing themselves say this phrase - it must be something about the hissing you have to do to get 'pressing' out). Some people thought I was just trying to shirk a report, but I'm not wasting the prosecutor's time on a one-off incident if the victim isn't going to cooperate in six months when this thing gets a court date. I mean, can you remember anything you were angry about six months ago?Thus, if it's the dead of night and the noise is obnoxious, the officer may issue a ticket themselves, especially if they've already been to that location for noise already. However, you can sign a complaint for peace disturbance at any time, given you're willing to forfeit cordial relations with your neighbors and answer a subpoena to testify in court.

What do you tell a police officer when he asks you to recite the alphabet backwards?

When I was in graduate school, I went to a Saturday night party at the house of a fellow student, from the Netherlands. The party was more popular than they anticipated, and they ran out of beer. Unfortunately, it was almost midnight and local laws did not allow the selling of alcohol on Sunday mornings. Fortunately, we were near the state line, and could just drive to the next state and buy beer there, so I volunteered to go on a beer run with my friend. On the way back, with several cases of beer in the back seat, he was stopped by the police. The officer asked my very large friend to get out of the car and say the alphabet forwards, so he confidently stepped out of the car and began to recite in a slow, deep voice, finishing with w, x, y, z pronounced "double-you, eks, yigrek, zet." The police officer was astonished, blurted out "you can't even say the alphabet, you are so screwed," and began writing a ticket.  Then I said, "excuse me, officer, he's Dutch." The police officer asked what difference that made, so I said that he had recited the alphabet correctly, because "they have different names for the letters there." The officer said "no way do I believe that," but I asked him to call the station and verify it with someone.  After a couple of minutes of radio chatter, he asked my friend to recite the alphabet again, repeated "eks, yigrek, zet" while writing on a pad of paper, and the ripped up the ticket. I doubt this would help any normal person who got stopped on suspicion of DUI, unless you correctly remembered the non-English names of the letters and managed to fake a Dutch or Flemish accent.

my main character is afraid someone has stolen his truck, he calls the police department. but i don't know exactly what police say when they answer the phone, or what would happen in this kind of scenario and i really want my story to be realistic.

Is it true that if you ask undercover police in the US if they're police, they have to tell you?

Well, I worked undercover a lot and got asked this question frequently. Not only did I not have to answer truthfully, the question demonstrates unlawful knowledge and intent on the asker’s part, so I was always happy to hear it. And afterward we usually had a lively discussion about entrapment, a misunderstood concept.But let’s look at this thing logically. I bought an ounce of PCP once with a .38 revolver pointed at my face during the entire transaction. So, if the holder had asked me if I was a cop, do you think the law required me to say “yep, you got me there, can’t deny it.”? I don’t think so. Even under less stressful circumstances, I’m allowed to preserve my “cover.”So, no. The officer does not have to disclose his official identity or break cover just because somebody asks him or her to do so.

How does the police track VPN users?

Many people here say that “Police will just contact VPN company”. For the sake of example, do you really think an Indonesian VPN company will care if a UK police asks them to reveal anything? And what if you use multiple VPNs - Indonesian VPN - Afghan - Moroccan. Do you really think UK police will go through all of the companies and they will all agree to give the info? Even if they do, it would take police months if not years to get all the info because of all the bureaucracy. UK police can of course contact Indonesian police, but in many countries the local police does not even have departments which investigate cyber crimes yet (perfect countries for hackers), so it is possible that Indonesian police would not even be able to help the UK police. I think everything is not as simple as many people here say.
