Why does someone's voice sound different when they are speaking a different language?
It would help if you explained how you reached that conclusion. What constitutes an average voice is different in various cultures. Even within the same language, different cultures speak differently. For instance, the Brits tend to speak in a lower voice. This is just how it is. If a person speaks a second language with a near-native accent, then they will have understood that fact, consciously or not, but if they have a bad accent, chances are they are oblivious to it. I myself have even been told on occasion that I am a different person depending on the language I speak...
Why can't dogs speak english?

Commands are given in a firm voice, to indicate the dog should take notice. A wishy washy mild " would you please sit" is something my Dob es would happily ignore! We can communicate with our dogs & they can learn, but dogs will never speak English.

In anime, why are the English voices so shrill and annoying?
Dubs or 'local' version of Japanese animation sometimes are handled by inexperienced voice actors, inexperienced voice directors, inexperienced sound studios, and so on, because they're cheaper. It's as simple as that, at least for the basic. Now for the more detailed explanation, North American version of Japanese animation are adjusted to the 'unofficial codes' of North American mass media. Concepts like 'spoiled girl is cute', 'popular girl is adored by many and is a good girl', and so on are considered as heresy and therefore concepts like these are ridiculed (usually by bad voice actings). It's quite rare for a 'popular girl' character in Japanese animation to be mean spirited, if she is, it's probable that she's not THAT popular or just acting or only a one time character. On the other hand, it's quite common for a 'popular girl' character in North American animation (or animation meant for North American mass media) to be mean spirited. These and other concepts are ridiculed by bad voice actings, they might argued that it's due the budget (see above), but it's more due the politics. And if they can't changed the voice, they changed the dialogue. I mean "Jaanee... Deeto ikkai!" (“Well then...? One date!) certainly sounded more cute and girlish than “Well then, let's see…… How about if I go out with you once?”. She might speaked much, but not THAT much and THAT formal. Of course, Japanese English dubs (English dubs done by Japanese or at least Japanese dub studios) sometimes are so technical it can sound so darn weird. I mean they're speaking in English, but they can sounded like they're speaking in German. They're not obnoxious and irritating, they're just plain too plain / flat / technical. As for English and Japanese. Well, I doubt that the bad English dub is due untranslated Japanese voice expression. But Japanese is a much softer and more feminine language than English that is much harder and more masculine language. So some dialogues by female characters might be not get fair treatment in English no matter on how hard they try. On other hand, some dialogues by male characters might be better done in English.
Why do most English speaking Anime Voice actors suck?
Some of them don't do too bad but I think that they try to sound like the characters in Japanese but only in english.

The chances are, your pronunciation is fine. Have you tried recording your voice speaking your own language? Most people can barely recognise the sound of their own voice. This is because, when we hear our own voice, we are hearing the sound being filtered through our bones and body tissues - not just the sound that comes out of our mouths. When I hear my own recorded voice - well, I do have a rather deep voice for a woman, but when I hear it from a recording, it’s a rumbling basso profundo worthy of Placido Domingo. If Placido was a very angry Scotsman. And yet, people tell me I have a very ‘sexy’ voice. Hmmm … okay…???English is a very forgiving language for new speakers, as you can break every rule and people will still understand you. And really, there is no need whatsoever to try to get rid of your natural accent. Most foreign accents sound absolutely charming in English.
How come my voice changes when I speak another language?

My brain associates Persian with seriousness, professionalism, money, it gets deep. Of course this isn’t constant. Sometimes, to change the meaning of the words I say, I use higher pitched voice. It goes up as well when I try to fit in the group of people, there are some other reasons, but don’t want to bother you.
