Depends on how long your run is. If it's 3 miles or less, there is no need to eat. I frequently run on an empty stomach for short run. If it's about 5 miles, I'll have half a glass (4 oz) of chocholate milk. If it's 8 miles or more, I usually have a small breakfast 2 hours before my run. Food takes about 2 hrs to completely digest, and usually that's when the energy lull set's in. During running, when the sugar in the blood is depleated (usually from 45 to 75 minutes), the body will convert sugar from glycogen. Once this glycogon is depleted (usually around the 3 hr mark), then the body will start to convert fat to sugar, so even if you run on an empty stomach, unless you are running a marathon, you won't be burning fat. For running over 30 minutes however, you will need to rely on some glycogen conversion and the chocholate milk you take before the run will act as a primer.

I always eat oatmeal on race days. It is a perfect meal because it has energy that will stay with you for a long time, so you won't feel hungry before your race starts. but peanut butter and bagel sounds like a good pre-race meal as well because it has good carbs that will give you energy until your race starts and peanut butter has good protein.

i would eat after you run because before your body is still in it's fast from lack of food/nutrition during the night so your body will burn more calories/fat if you eat after. Oatmeal is great for weight loss tho because it's low in calories and high in long lasting energy in the form of carbohydrates.
