The signature is made by pencil and supposed to be fake by some conspiracy theorists. No sign of stamp or royal emblem on the paper.After the conference series of strange events happened that eventually took shape of palace/military coup when General staff top officers sort of made Emperor to abdicate from the throne but they failed to provide authentic abdication statement or at least believable witness reports of how the abdication happened. And almost at the same moment Parliament proclaimed that Russia becomes republic (or more presisely comes into transition from absolute monarchy to the governing form selected by special Constitutient Assembly in the future while being ruled by current pairlament representatives) thus hijacking the coup turning it into so called Bloodless Revolution of February 1917.

Nicholas II was, in the end, an inefficient leader. He was extremely smart, photographic memory, and absorbed everything. However, he was not was his parents were wanting in their heir, but he was the heir, whether they liked it or not. At the time he ascended into his throne, Russia was in a turmoil. Radical ideas were coming out, equality for everyone, no one has more wealth than anyone else, communism in its true and pure form. Unfortunately, Nicholas II was also very stubborn, close-minded, and traditional, being that he believed in old fashioned monarchy (an absolute monarchy, not constitutional like England). He was also a very evasive. He hated confrontation and making decisions He simply avoided it. Anyone who contradicted him, he would ignore. In the end, the majority of his decisions were made by the latest advisor he had talked to. Also his wife was very controlling. She wore the pants in the family and demanded of him all the time that he needs to stand up and be the Tsar. His personality wasn't very "celebrity". He liked privacy and did not venture out in public very often, usually because his son was so sick, the Tsar did not want to leave him. The Russian people never actually got to know their ruler, they only knew what they were told and what was heard, usually false or overexaggerated communist propaganda. He did excel in military history and technique, but after a few devastating losses in WWI, he was even more unpopular with the people and his soldiers walked home. He never wanted to be the Tsar. His perfect life would have been to settle down and have a family on a secluded farm, away from everyone.
Like you said there were many causes of the Revolution and they just all boiled up at the same time. These are part of what brought the Romanov rule to an end.

He was extremely significant to Russian history. He was the Tsar of Russia prior to the Bolshevik Revolution. His reign ended as Russia withdrew from World War I and because of the horrible state of the economy and military. The communists (bolsheviks) imprisoned his whole family and executed him, his wife, and their children during the bolshevik revolution. He led Russia into World War One, which ultimately was the demise of the Romanov Dynasty and Tsar Nicholas. His abdication of the throne was the start of the communist takeover which would lead to the creation of the USSR.

The main significance is that Tsar Nicholas' abdication of the throne led to a provisional government and eventually the October Revolution in which the Bolsheviks (communists) took over Russia and created The Soviet Union, which would last until the early 90's.

He was ignorant of his duties, that beside being an relentless, anti-Semitic autocrat - did not care much for the people, answered calls for social change with violence: the 1905 revolution and Bloody Sunday. He entered Russia into wars he was not prepared for, the Russo-Japanese War, which was a shameful defeat and WWI had both exhausted the ill-equipped army and the severe rationing and starvation in Russia proper. The family had to be killed off by the Bolsheviks so the latter could depose of any pretender to the throne that could possibly continue to dictate the royalist white army's opposition to the Bolsheviks and introduce greater foreign interests/intervention into the Civil War, as pro-Tsarist troops are nearing Ekaterinaberg (the place where the family were being incarcerated), there was also concerns of their possible liberation by the Whites.

Nicholas II was responsible for his own downfall and death of himself and his family.

Yes, I guess you can argue both ways on this, though one could put the blame on Nicholas as the protestors did, his mistakes beforehand triggered the petition, and the lack of constitutional reforms were able to realise these violent responses from the people (via the revolution), which is basically what has to be done (through extreme measures) to draw attention to their objectives, anyway - which are shortly encompassed by the October Manifesto.
