I would target the country that they now live in (assuming you're interested in expats who moved to a single country) or a group of countries these expats now live in, along with interests that are unique to people who originally lived in the starting country.For example, if I wanted to target American expats who moved to Thailand, I would target Thailand as my country, but also try to target interests like baseball, American football, brands only available in the US, etc.I would expect the combination of geo-targeting and interest targeting would help you hit the right people within the location you're targeting, as long as the interests are unique to the starting country and are common among expats from that country.You can do this within a boosted post using the Advanced Options.
