Is there a way to run Fallout 3 on a Intel HD 3000 Graphics Card?
Unfortunately this is something that you'll never achieve, that integrated GPU is far too weak. If you have a desktop PC then you can easily add a proper graphics card to it though, but don't forget to make sure the power supply can cope, replace it if it can't. If you have a laptop then you can't do anything to fix this problem.

You wont be able to max out the settings or play vety demanding games. You can always play all the new indie games that are releasing nowadays.You can also play esport title like overwatch ,cs go, dota, league of legends, or something like the popular fortnite. It will suffice your needs it you dont expect to get 60fps on full hd. You can get 30 ish fps on 720p. I bought an hp 550-153wb desktop about a year ago and used mainly for browsing the internet, but now I want to play games like gta, fallout or PUBG. My main problem (besides not knowing much about computers) is my tight budget. I would love to spend less than 200 US dollars on it. So I would like to know: What should I upgrade and what upgrade it to? And Where could I get the upgrades (used or refurbished things are fine)? Computer specs. I've been playing Fallout NV on an Atom, 4gb of RAM and a Intel HD 405. It is on low and at 720, but it is playable.Fallout NV came out 8 years ago and hardware has moved on in that time.I don't know what you count as a none gaming PC, but as long as it is not the real bottom of the basement stuff then it is quite likely to play an 8 year old game.
