What are the reasons writers use figurative language?

Writers' use figurative language because regular English doesn't convey the emotion desired. An author can say, "The grass was wet first thing in the morning," or "As the rays of the sun peek over the edges of night,  tiny globes of dew catch the light,  lighting the way for the fairies to find their way home." In that one phrase,  the author illustrates the breaking of day,  the play of water and light as well as the fantasy element.
