I’d see a dermatologist. For hyperpigmentation, get some hydroquinone cream. The 2% is sold over the counter, but a dermatologist can prescribe 4% strength. Used daily, each will make a difference over time although the stronger cream will work more quickly. Be sure to wear sunscreen so that the sun does not undo the lightening process.

It just means you're growing, purple stretch marks mean they're new then they turn whiteish. Btw purple stretch marks are easier to get rid of then white :)
Purple Stretch Marks on my Breasts?
I have these horrid purple stretch marks on my breasts in little lines all over them, i've been having them since i was 16 I am now 18 my mum + everyone said that they would fade eventually or at least go white. I've used creams + everything! i've used 'Bio Oil' that's meant to get rid of scars, stretch marks etc that didn't work, i've used 'Tummy Butter' which is for pregnant women to prevent stretch marks that worked well on the light ones on my hips but not on my breasts + I am currently using a 'Collagen Elastin' Moisturizer by St Ives. they are slightly indented + sometimes they seem darker than other days but they never fade I am so sick of them they make me insecure when i'm with my boyfriend which annoys me because they are a really nice shape it's just the stupid lines! i'm an athlete so i'm really trim + not fat i have quite big breasts compared to my small build which is a genetic trait from my mum's side, i'm a C cup in bra's + yeah does anyone have ANY suggestions at all I'm going out of my mind here they just won't go away i've been so patient for 2 freaking years! Do they ever fade, even if it's just to a white mark?! [at least that would look a bit more normal instead of the freaking purple!] HELP! PLEASE! Much Appreciated xx
