I accidentally double paid my rent my last month of the lease, now they won't give me my money back?

They won't give me my money back. I paid them accidentally. That money does not belong to them. I had already paid a $500 deposit. They claim that the accidental rent I gave them will be included in the deposit. This is fraud. I see it as If they are keeping money, that wasn't meant to be theirs, that is called stealing in the normal world.

Please tell me what I should do.

What would cause my Electricity usage to more than double?

My electricity bill for July was extremely high and I am wondering what caused it. Is it possible there was some sort of error? My bill was over $500 in July, compared to the usual $80-$140

Some background info: This is a small 4br 2ba apt, approx 900 ft^2 in central Illinois. No TV, however we do have an central A/C unit and a refrigerator. We do not have a washer / dryer in unit. The building was probably built in the mid 80's, so things aren't brand new.

Now I know it was hot this year, so the bill will be a little higher, but it should not be this much (2 degrees higher avg). Here is how much energy I used June, July, and August of this year and last year:

June: 2700 kWh, 1500 kWh
July: 4500 kWh, 1700 kWh
August: 1700 kWh, 1450 kWh

What the heck caused that big spike? Nothing out of the ordinary was done. The fridge should consume the same amount of energy pretty much the whole year, so while it is probably not extremely efficient, it shouldn't have caused the spike. The A/C was set around 74*, and sometimes turned off during the day.

Doing some rough calculations, 4500 kWh over 31 days meant that we were using, on average, 6.04 kW per hour which is a HUGE amount of energy. I can't even imagine drawing this kind of load on a constant basis.

Our provider is Ameren and they have not been any help - they blame it on the weather, but like I said, this summer was only 2* hotter on average, yet our usage in July more than doubled.
