yes you can..it would be the same process as opening up the credit union acct...(depending on when the credit union acct was opened)-the way it used to be is you could not open a cr un acct unless a family member banked there..verify with whatever bank you will choose about their fees..not just withdrawls - minimum acct balance, etc..most credit unions offer lower fees for not having minimum balance in acct.

Recently I open a savings account here in the Philippines and I found out that I can use my card for my savings account to buy stuffs or to pay my bills in the malls just by swiping it with the shops unique machine, so I believe it also function as a debit card because in some countries savings and debits are combined. (am I right?)

Anyways since I now have a savings account, I really want to open a PayPal account but I don't know if they accept debit cards because as far as I know they only accept credit cards which I don't want to have in my entire life.

Sorry to answer a question with a question....but why do you want to set up a savings account here if you are traveling here or don't live here?

I'm pretty sure that American banks require a social security card or at least verification of some sort of residency.

Open up a bank account with a bank that both you and the other parents can trust. If you'd like you can request to have the bank account opened up to an 'AKA' name (or in other words a fictitious name / letter), a name that is not your owns but is a name that is relative to the organization that you are over, such as instead of a Bank Account name being created using the name "John Doe", John Doe creates a fictitious name to create a bank account for his business/organization such as "Micro Paper and Co."

In practicality:
Such name will appear as the payee in which the parents would pay to as to not have it look as though the check/payment is made out to yourself, but to an account with the name "Club soccer team".

Could I open a salary account in a bank if I have another account in the same bank which has negative balance due to non-maintenance charges?

Nowadays a a bank does not open another account for the same person until and unless there is a specified reason behind it which cannot be full filled with the existing account. Your purpose is to open an account where where you can get the credit of the salary from the employer which can be done with your existing account only. So you just need to ask your bank to convert the existing account into a salary account and give the credentials to your employee for depositing the salary in the same account. Once the salary will be credited the existing negative balance will be square off and the remaining balance will be your available balance. But if you ask for non payment of that particular minimum balance or or or whatever charges have been laid off in your account would not be appropriate since banks and their infrastructure comes with the cost and if somebody just not want to pay that particular cost would not be a good thing to do so. Somewhere someday you had opened an account which was not maintained by you properly due to which the minimum balance charges well panelized in your account which you should be paying because all this things on a bigger level gets accumulated in a profit of a particular Bank.
