The only way to make them appear larger, without makeup, would be to make your eyelashes seem longer. You can use an eyelash curler to curl the lashes. This brings the eyelash up and away from the eye drawing attention to it and it's size. Also, it's helpful, if you don't wear bangs straight accross. Your hair should be mostly (95%) off your face.
You can get semi-permanent false eyelashes. I did this, and I love them. I, of course, also wear make up, but you can swim, bathe and sleep with these lashes. One just needs to be careful when washing your face not to apply remover directly to the lash line, or scrub the eyes. Also, they need a touch-up once every two weeks. On the back of the package it tells you how to apply the shadows and they really work great because they have taken all the guesswork out of which colors go well together. To actually widen the look of your eyes, line only the top lids and leave the bottom ones bare--->that means no liner and no mascara there. You must, must, MUST use an eyelash curler before applying the mascara. Yes they look kinda scary but they are easy to use and really make your lashes stand out which in turn widens your eyes. Anything from L'Oreal is great for mascara's. Lash Out is my favorite one and it only costs like 5 bucks or so. Apply a couple of coats but don't wait too long in between each coat. How can i do my makeup so my eyes look bigger?
I'm half Asian, so I have small eyes, but I do my eye makeup a certain way. Everyone always compliments me on my eyeliner and my "big" eyes. So what I do is I line my upper eyelid with THICK black eyeliner (the thickness is very important!) and do a flick at the end (this look is also called winged eyeliner, which looks like this: http://t3.gstatic.com/images?q=tbn:ANd9GcTvVjsyn8MVl69UVBSGa6X_KuC5kyDNA0RQ3IB7ofOaKX0GiOkg ). Then I line the OUTER THIRD of my waterline with black eyeliner. Don't line your entire waterline--doing that will make your eyes look smaller. You can, of course, not line your waterline at all if you want, but I find that lining the outer third of your waterline makes your eyes look even bigger. Finish off your look with a black volumizing and lengthening mascara on the upper and lower lashes for a dramatic, widening effect.
How do you make your eyes look bigger without eyeshodow?
There are a couple things you can do. Like what a lot of people said, you can put white eyeliner on your bottom waterline and then put your regular eyeliner on your bottom lashline. You can also use dark brown eyeliner. You know how people say black makes you look thinner? Well it also makes your eyes look constricted and smaller. Brown does the opposite. It brings out your eyes and makes them appear brighter and wider. Like someone else said, on your bottom lashline, only apply dark eyeliner 3/4s of the way. Start 1/4 from the corner of your eye and then go all the way the the edge. Also, if you put emphasis (with eyeliner) on the outer edges of your eyes, it makes them appear bigger. Mascara is a great tool too. Get a good tube of black mascara and put several coats on ALL of your lashes on your top lid. Make sure you get the shorter ones closer to the corner of your eye too. The mascara helps frame your eyes and widen them. If you can, use mascara on your bottom lashes too. This will take practice if you don't do it already but try holding the wand vertically and getting the short lashes on your bottom lid. These are the tricks I use and people tell me my eyes look HUGE! Hope I helped! :)

Or maybe she needs breast implants while your breasts are just fine.
