I don't really understand what you're asking, but here's what I can tell you: To literally put on video on top of another, drag the second video to an area on the timeline above the first video and another video track should come up. To use the settings you have on one video on another, right click on one clip on the timeline and click copy. Then right click on another video on the timeline and click "Paste Event Settings." To edit two clips so that one looks like it's the border of another: - Drag the clip you what to be inside the border to an area on the timeline above the border clip so that another video track should come up. Make sure that the top clip is literally right above the bottom clip. - Drag the Cookie Cutter effect (choose whatever preset you want) from the Video FX tab onto the bottom clip. When the Video Event FX window comes up, make sure the shape is the one you want. In the method drop down menu, choose "Cut Away Section." Make sure the silver/gray square thing in the white box at the bottom on the window is in the center. Change the size to whatever you want. To see how the top clip will look inside the bottom clip, make sure you that cursor that goes across the timeline going across the two clips while you edit the Cookie Cutter effect so that it will preview in the preview window on the right. - If you want to fit the entire top clip within the border of the bottom clip, click on the Event Pan/Crop button (the little box) on the right side of the clip. If you can't see this button, you may have to zoom in and make the timeline more spread out. In the Event Pan/Crop window, drag the dotted lined-square inward until you can see the preview window that the clip is inside the bottom border. I hope that helps and isn't confusing.

They've used the "Mask" tool which allows you too cut freehand around a scene from a video clip and overlay it above another clip. It's a pretty technical thing to do if you want to overlay a moving character into another scene because you have to outline the character frame by frame in order to capture the movement. There are a lot of tutorials on Youtube for beginners that show you how to Mask images or clips then overlay them on another image or clip. It's really difficult to explain in words to someone especially if the are new to the software, so I'm sorry if I make no sense whatsoever. It's better to use a visual tutorial as a guide.
