How to slim down thighs and butt/hips?

I'm 13 and not at the weight i should be at, i want to be able to wear shorts without having to worry about the little cellulite i have on my thighs, i have wide hips which is what i hate the most, but i workout every day, i heard squats help with thighs so i do about 60+ a day in addition to walking/jogging on the treadmill 15-20 minutes a day, any other suggestions on how to slim down these areas? please (:
