--It's good that you say you can write because that will benefit the storyboard artists....just draw as much as you can, draw from life (most importantly). Just draw everyday, and I mean "every" single day.
--claymation, stopmotion, 2D (traditional) is different from 3D however...
--Flash is more of a simple-based animation program if you're into computer animation

Most of the animators I know got their GE (general education) done first and then applied to art schools....however, if you're one of those rare talented people you could go ahead and apply immediately your senior year to wherever art school...I highly reccomend this.

Do people make money off political cartoons?

Only those people who have contracts with newspapers.
If you have a single idea, then no, you won't get paid (you could submit it though). But if you have about 50 ideas, and could come up with more dealing with future political events, then you could possibly get a job (assuming you're good at drawing).
