The teens should age up automatically after two weeks (assuming you haven't changed the aging settings). Once they age up to adulthood, they'll automatically graduate high school, but you don't get a graduation ceremony or a diploma. You can also age them up early by using the birthday cake.

I think welfare mothers are worse than abortion because then the woman is trapped in poverty/welfare cycle and so are her children. Comprehensive sex ed is definitely necessary - the consequences of each pregnancy option aren't truly discussed by anyone. Usually people are biased towards one option or another and don't truly explain the true consequences of each. Info . . .
