Hi Elizabeth. I think you mean a psychologist, that is one who has a Ph.D. or Psy.D. degree in psychology. A person needs to earn a bachelors degree (4 yrs). Then be admitted to graduate school after taking the Graduate Record Exam (GRE), and making a full application. Upon acceptance, you will begin work on a thesis (1/2 of your dissertation), receive your masters degree (2-3 yrs), and then earn your Ph.D. or Psy.D. degree. You will also need to be licensed by the state board, and APA (American Psychological Association) approval (of your graduate program) is vital. Many graduate programs are available, but if they do not offer APA endorsed coursework, you will not be able to get licensed to practiced anywhere! Hope this helps. In short, it depends. It is a somewhat relative term, there lots of folks who I consider good programmers who only have a few months experience. The reason why I think they are good is that they care deeply about the quality of their output and are always looking for ways to improve. They put a lot of thought into understanding the underlying principles and try to apply them where possible. As a result, they are progressing rapidly and I would happily hire them despite them having limited experience.As you gain experience you also gain an understanding of how different design decisions would affect your code in the longer term. Sadly, this often means having worked on crappy projects and reflecting afterwards about what were some of the mistakes made and how they can be avoided in future.Another important aspect is how you work in a team. Are you able to listen and communicate instructions? Are you able to put aside your own preferences to ensure that the team meets its objectives?To summarise the answer, being a good programmer is much more about the attitude you apply to your work rather than a skill level. It’s possible to be a good programmer with little experience. At the same time, there are plenty of folks out there who are technically proficient, but fail to produce results because of their inability to collaborate with others.

Depends on his Rating (job) and what he is now. If he is already at his command and is an E1 then it can take several years to make E4 as the E4 is through an advancement exam done twice a year. With the exam there is no guarantee he will make it depending on how many they are advancing. If he is already a E2 or E3 with his command then it is within the next year or so if he studies hard. If he is at A School and guarantee that if he passes he will be E4 then that means he will be there about a year or so unless he is almost done and is an E3. Too many factors right now, but figure at least a year. That is good he wants to be an E4 to get married, it can help in getting orders, financially more stable, and so forth.
