She must start her application on-line and it must be done in English...so she may need help from a friend or relative if she does not speak English. Yes, she does sound like she will qualify...she needs to bring documentation of her business and home ownership and her bank records when she goes in for her interview. She will need to make an appointment for her interview at the embassy in Mexico City as it is the closest place. There is no consulate in Veracruz. Good luck to her.
