I can't speak on Bank of America specifically, but I have seen some banks and stores give instant access to the credit lines they approve an applicant for. Just depends on each creditor. Normally you have to wait for the card, but like I said, some have the ability to give you a temporary card to access the credit immediately. I am assuming you would be applying in person. It would also depend on whether they will be processing the application fully at the bank branch. Some banks have offsite locations that actually do the processing (underwriters), and so the actual branch location cannot issue a temporary card or give access to the credit.

You will have to ask and see if the representatives onsite knows anything about that. Watch to see if they are speaking from experience or conjecture (hate it when reps guess and try to act like they know).
