critics say that the House would be better described as “the insiders’” branch of government.

How can new technology improve the way politicians communicate with their constituents?

This is tricky because what voters want, or say they want, is not necessarily something elected officials will find productive to participate in. And without the full participation of electeds, it's pointless.Most electeds are drowning in input from voters, but really care only about what their own constituents think. Thus I think the first requirement is a Real Names policy / link to specific voter registration info before a voter can participate. This would give the elected confidence that she was dealing with an authentic constituent.There are probably a million ways to get after this. I can imagine a kind of web-based BBS system where each issue and/or pending vote has a home page where the elected, her staff, and the voters can share information. If specific individual voters become abusive, there has to be a way to sandbox them so that they can't destroy the utility of the forum for everyone else.I can imagine a "Senator XYZ" mobile app with similar functionality, with instant polls, access to public documents, etc.There are also city-based apps already, which are oriented to all residents of a city rather than to any specific occupant of the Mayor's or city manager's office. In Portland we can use our app to report potholes. They can also be used for other forms of input from voters / constituents, and can provide links to all kinds of information a citizen might need.In a city or region with a Google fiber or WiMax system, the landing page for the system can be used to disseminate a daily message.In Portland we receive emergency alerts (like amber alerts) via push notification on our smartphones. I wouldn't want electeds pushing anything strictly political to my phone, but I'd love to see reminders of the voting registration deadlines and reminders to vote.And speaking of voter registration, in Oregon we now have online registration, but that 30 day deadline before the election is a real obstacle to participation by some voters, notably younger voters. I'd like to see those deadlines abolished. I'd like to see election-day registration. But I don't think online voting would be secure enough, nor will it be in the foreseeable future.
