How did Setsuna F. Seiei from Gundam 00 became a true innovator?
Setsuna DID indeed become a true innovator. After being piloting Gundam Exia, Gundam 00, and Gundam 00 Raiser for a long time, he has been strongly affected by the GN particles it releases. Also, Setsuna's determination to "change" made him become a innovator. This is how it is explained in the anime. Setsuna IS the only one who had the O raiser and he's been using it for a long time, so he was under the influence of the GN particles longer than anyone else. There is a movie sequel for Gundam 00 if you didnt know. Its called "Gundam 00: Awakening of the trailblazer". It's a good movie i guess, and at the end, Setsuna becomes like a metalic-thing xD

It seems to depend on industry. Technology industry seems to be more Liberal, whereas the Oil industry is more conservative.
