The question as asked is "Can a 13 year old wear makeup?" which is a radically different question than the one I think you meant to ask, which is either "Should a 13 year old (girl) wear makeup?" or "Is it a good idea for a 13 year old (girl) to wear makeup?"Obviously the answer to the first is "yes" but the answers to the other two are along the lines of "maybe, depending on a lot of factors besides age." Depending on the situation it may be appropriate for girls even younger than 13 to wear some (light) makeup for special occasions such as a picture day.Getting into things you address in the comments, I'm not a huge fan of winged eyeliner personally and I think it looks tacky enough at 23 much less 13. Concealer, foundation, etc should only be worn if there's a problem that needs solving, and if it can be made to look natural (the shade has to be spot-on). Usually dark under-eye circles only become a problem much later in life than 13, though it is possible she's developing them already. Tinted lip balm is probably the one thing I'd find it easiest to go along with at her age, though I'd have to see it to make a fully informed decision.You don't mention at all where your parents weigh in on this. That would also factor into the above. Also, on what she wears to a school function, the school would probably have final say-so on what's over the line.

Can surgeons wear makeup?

I really enjoy wearing makeup. I don't want to get into the whole "I wear makeup for myself" thing and feminism and whatever, my point is, I do not want to give up wearing makeup when I become a medical professional. I know plenty of doctors and nurses who wear makeup, but I've heard a few people say that surgeons or anyone in an operating room isn't allowed to wear makeup and I REALLY want to be a surgeon. Is this true?

I don't wear anything crazy (no worries, I won't drop an eyelash into someone's open body cavity...), just some concealer, eyeliner, eyeshadow, mascara, and maybe some brow pencil. Is this okay or are surgeons really not allowed to wear makeup?

Why do women hide behind a mask of makeup?

So I was having dinner with a woman who was wearing so much makeup it was as if a pretender was hiding behind a mask. I've even observed other women with far less makeup, but I still couldn't shake the feeling that the person was hiding behind a mask. I wear a little bit. I don't think a ton of makeup is good. It is like wearing a mask... "false advertisement" you might say.
If you do wear makeup then it does become hard to leave the house without it. I used to wear a lot, and point blank refused to go out without it. I was also terrifed of rain and water washing it away! It made me very insecure about my looks. I always felt ugly without it. Eventually, I got so depressed about how I looked without makeup that I quit wearing it for a while. I just couldn't have contiuned to wear it. It sounds like a wierd solution, but it helped boost my confidence again as I got used to myself with no makeup. Now I wear a little, but am fine going out without it cause I look the same really.
Natural beauty is better than a cake face of makeup. So people tell your friend she is pretty? So what?! She is wearing a mask....
I think that you shouldn't really get into the habit of makeup. It's a hard habit to break - you become addicted to it! I know this from experience. Hope I helped! :D
