yes you can use hong kong. just pick any of the countries that allow you to use english as your language. i would maybe suggest making 3 separate ones. there is a free community chat site with avatars called "home" on each of the different servers. there are 4 servers, north america, europe, pan asia and japan. if you create a hong kong account you will be on the pan asian server. the home community on that server is sort of sparse even though that area of the world has the largest population. so you should also create one for north america and europe. simply enter US and english for the second and England and english for the third. ( ignore the japanese site unless you speak and can read japanese ) you will also have to choose a city and an address in those countries as well as a postal code. sometimes you can just make it up. if that doesn't work just find some address online from the cities you choose. you will also need 3 separate e-mail address's to do this. almost everybody speaks english on the pan asian site except for some of the mainland chinese. the great thing is once you have an account you can add people to your friends list from all over the world.

Why isn't there Playstation Store for some of other countries?

Well, there is the European store.

This is why it usually takes longer for those in europe to get the same content as those in America: because they are localising the content with all the various countries and laws. As I'm in the UK, I hate the waiting. :(

If they had a store for EACH country in the world, every store would be too different in terms of content, and those in smaller countries would suffer.

You can change your address from PS4 menu or with any browser: PSN account management. You need to login with your account, of course. However, you can’t change your country/region. does anyone know how to change the currency used at the playstation store? my account is currently set to South Africa Rand (ZAR) and i want to change it to GBP because i am moving back to the UK.
if this cant be done, if I buy a playstation store voucher worth £20 will it automatically convert the currency to ZAR?

The other answers give a fair idea of the your question, but I guess you’re also looking for solution about playing the game & the DLC then there are a few things you need to keep in mind.PSN account region on PS4 (main account) - now this should ideally be from the region where you live or from where you buy most of your games from. Obviously so that you can easily play the DLCs without issues. As its already pointed out that DLCs are region specific which corresponds to game’s region.Game + DLC issues:- now many a times certain games may not launch in your home region (PSN account region) in which case neither will the game nor the DLC will be listed in the region’s PSN store. In this case you need to create an alternate id with a different region & then download the game & dlcs from there. Sometimes certain elements of a DLC may be different for different regions (for many reasons related country’s censor or other such guidelines).Game available unofficially: Now in some cases physical copy of the game is available at your stores even though game is not officially launched. (eg. Xenoverse & Xenoverse2 for India), you can still play the game without issues but may not access any DLCs further & you’ll be most likely only able to play offline. So if you’re with such a case then you’ll need to see the region in the game disc, create PSN account with the same region, and update the game with all the downloads too. Do I really need to register my address on the PS3 Network, and why?

You don't NEED to put it on, but technically it goes against Sony's Terms of Service. I didn't put it on, but I had a very logical reason as to why (which they accepted.) Just put random words in each bar where it says Address 1, 2, and 3 and it will work. Then just put a random postal code.
