You can use any weapon to harm your attacker it's just about how you use it. BUT HELL you can decrease that by simply carrying a smaller caliber pistol like a .22 for example. In theory any blood vessel of any size, artery or vein, can cause you to bleed out (bleed to death). The larger the vessel the faster it bleeds and the bigger the problem. So gun shot wounds that sever the big internal arteries will kill you rather quickly if nothing is done about it. Arteries and Veins in the head, chest, abdomen and pelvis can be quite large and you can't put pressure on them to stop the bleeding (Hollywood movies aside).A blood vessel in an arm or leg can cause you to bleed out. They have a mechanism where they spasm and clot off but this is not reliable. The good news is that firm pressure on one of these blood vessels will control the bleeding. It's pretty obvious that opening a vein along its direction causes a large gap which lets blood out more quickly and at the same time takes longer to heal. If you cut a vein sideways, it would definetely take longer to lose the same amount of blood. But you should also consider how many veins you cut, how large they are, how deep the cuts are, the environment (e.g. you lose more blood if you deep your cuts in water rather than in open-air).
