I take it that you mean both the February and October Revolutions.

To solve the crisis that led to his abdication and the February Revolution Nicholas could have ensured that enough peasants were left to work the land - even raising city-living volunteers to go to help sow & bring in the harvests. This would have prevented the cities from starving.
He could have increased pay for the workers, with promises of better living and working conditions after the war ended.
He could have sent his officer corps to Britain or France to learn how they were holding up the Germans - they would possibly be willing to send troops and advisors to help shore up the Russian front lines.
He could have freed the peasants from their debt, and given them the land on which they worked.
He could have offered a constitutional monarchy, perhaps following the British model, which would have placated the intelligentsia.

In the end, he did none of these things, believing that as God made him Tsar, so he did not have to modernise Russia.

The October Revolution could have been avoided had the Provisional Government listened to the people.
When the Tsar abdicated the Provisional Government promised elections to a Constituent Assembly - a democratically elected new government - it then refused to do so until after the war.
They refused to offer the peasants the land - and would not offer a solution to the land crisis.
They offered to change the war into a defensive war - merely holding the lines and not attacking the Central Powers - the people were tired of the war as it had only brought misery to the country.
The Provisional Government did not deal with the problem of the Soviets being as powerful as them, and as being a legitimate source of authority.

The slogans "Bread, Land and Peace" and "All Power to the Soviets" struck a chord with people as did his insistence on holding elections to the Constituent Assembly.
In short - the February Revolution was almost an accident arising from the general state of Russian society, but the October Revolution was planned and orchestrated by Lenin.

The Russian Revolution could have been prevented by something as simple as securing victory against Japan in the Russo-Japanese War.It could have also been prevented by performing well in World War I, which could have been done by use of better strategy.However, these methods would only delay the revolution.To stop it for good, let's look at the bigger picture…In terms of economic/social development, THE BIGGEST problem Russia faced was its inability to successfully convert to a constitutional monarchy.In fact, the problem was as big as the nation itself.Tsar Nicholas II's efforts to make things more democratic, by creating a Duma, were not enough. It was also too late by then as the 1905 Revolution had already happened.The bottom line is that the Russian Empire should have established a parliament which would jointly rule with the monarch. (Like the British Empire.)Along with a parliament, there should have been an official document stating the rights of Russia's citizens.The rest would've come naturally if this single act was done.Russia would be industrialized EVERYWHERE, and not just in Urban areas. Russia would have been able to produce more supplies for their army, and to support a higher quality army over all. Parts of it could have been prevented.A) From 1933 till 1941, a million German, Austrian, and Czech Jews were desperately trying to leave but the countries of the world shut their gates. The Evian conference failed to find any way to help. Palestine was excluded as a possible refuge.This did NOT have to be that way. The German Jewish refugees were modern highly deducated hardworking people that could have easily been given refuge in other countries. And certainly Mandate Palestine should have been wide open to all Jewish refugees. These people could have been saved.B) From summer 1941 and 1942, the Einsatzgruppen Nazi troops shot 1.5 million Jews in the occupied Soviet Union.This did NOT have to be that way. If Stalin had given the order "All Jews must evacuate eastward", they would have obeyed that order and left. These people could have been saved.C) From May 1944 till July 1944, 400,000 Hungarian Jews were sent by train to Auschwitz and killed.This did NOT have to be that way. The rail lines from Hungary to Auschwitz should have been bombed and rebombed. These people could have been saved.If you add up the above numbers, about 3 million Jews out of the 6 million could have saved.

In most European states guns are a complete non-issue no matter which way you look at it, so I’d leave Gun Control aside altogether.Police state however, is very effective at keeping order and not allowing criminal gangs to develop.
