I often hear someone say 'that is fine with me' and others say 'that is fine for me', do they have the same meanings?

Quite coincidentally, this is the first answer I've written on Quora in a very long time. But I've not changed my core belief when it comes to practical English usage that it's not what is said that matters nearly so much as what is understood from what is said. In other words, the most honest practical  answer to your question is "Sometimes yes and sometimes no".The most important rule, I think, is to be aware of the context. The next time you hear somebody use either of these expressions, think about the situation in which it's being used, and the question or statement to which it's been given as a reply."That is fine with me" usually suggests unqualified agreement ("Yes, that works for me").  "That is fine for me" could suggest qualified or conditional agreement ("Yes, that works for me but may not work for everybody").If the context is a situation that involves an element of negotiation, such as a business meeting or a discussion with a partner over a future social arrangement, it follows that the difference between the two could be important.If it's a more relaxed or casual situation, it's much more likely that you can take "That's fine for me" as meaning "Yes". Without any kind of qualification.If you're not sure exactly what somebody means if they say, "That is fine for me", there's nothing wrong in asking them to be clearer about what they mean: "So can I take that as a 'Yes', or should I take it as a 'No'?".
