Penn Foster has such a bad reputation that I would not just take their word for it. See RipoffReport.com for reviews. Since the debt has been turned over to a collection agency, it is very likely that Penn Foster has no way of knowing whether you paid your debt or not. You would need to provide documentation showing the debt was paid in full to the collection agency. Penn Foster is not likely to give you any transcripts or credits since you have not paid them. They can withold the transcripts, credits, degree documentation, etc. as a way to get you to pay up. They are not likely to provide you with any of those things until the debt is paid. It's kind of like holding collateral for a loan. Penn Foster may tack on a reinstatement fee, added interest, and other fees as part of this situation too.

Now , all that being said about the debt-Think about Penn Foster itself. It has such a bad reputation that employers often automatically reject any applicant lisiting it. Also remember that the "graduate" of ANY online school may have done nothing other than hire an impostor to take the online courses. The school has no way of knowing who is actually at the computer. Is it the student, an impostor, or both at the same time? Are you really sure you want to continue anything to do with Penn Foster? Wouldn't you be better off just getting legit college credits via a public community college-with much lower cost and more respect in the job market? My guess is that you have wasted a lot of time and money on Penn Foster.

Added: Since you said you are taking classes to get a high school diploma...Remember that Penn Foster cannot give you a true high school diploma. You could take their classes to learn things in order to be able to get a GED, but you must take the GED tests in person-NOT online. Even with a GED, some places won't recognize it as the real equivalent of a high school diploma. You would be far better off taking the GED programs offered by a public community college. It would probably cost less and would certainly be more respected than anything Penn Foster offers. It would be a far better personal accomplishment as well. Many public community colleges also have day care on campus or nearby.
Remember that the "graduate" of any online program may have done nothing more than hire an impostor to take the courses.

What does "financially stable" actually mean in the foster/adoption world?

How do you prove/disprove it? Are there actual income requirements? We're in Arizona and would like to foster parent, and eventually adopt internationally (no preference yet). Just curious before we start down the path! Thanks!

Are 200 people applying for the same job considered a lot?

I applied for a Graphic Design position for Arizona's Department of Transportation Systems. After 2 weeks of waiting, I called them and asked about the status of the position and they narrowed the more than 200 applicants to 16.

Now I am discouraged that I wasn't one of the 16. They said that they had a scoring system that is based off of your skill set, which, I assume is the number of years you've used a certain program. Then they score you again during the interview. Now this I understand. The only problem I have with this is my experience.

I have worked 3 years as a Graphic Designer with Arizona's Department of Transportation Systems in another city. And that job paid my way through college, which got me a degree in Studio Arts. Now that I'm in the real world, businesses only rely on the sheer number of years you've worked, and I'm up against people who are twice my age who want the same position (I'm 27).

So are 200 people a lot? What can I do to stand out? davedacruz.com

Volunteering for vets office, animals? help?

Your best bet would be trying to find a no kill animal shelter near you, but some vets offices would let you volunteer.
I volunteer for a local animal shelter and ended up getting a job there, and meeting 2 of my best friends plus helping animals.
