Ipod Touch stuck in recovery mode?

I forgot my password so i decided to restore my iPod touch.
Whenever I go to click restore it says extracting software and when its done it says "The iPod cannot be restored at this time because the iPod software update server could not be contacted or is temporary unavailable.
I have the updated version of iTunes and I'm using windows. I've tried holding down the home and lock button but that does nothing.

I plugged it into Itunes and it says "iTunes needs to prepare your iPod for recovery. Please leave your iPod connected."
I press continue and it says "preparing ipod for recovery..." then it says "waiting for ipod..."
Then it goes back to "iTunes needs to prepare your iPod for recovery. Please leave your iPod connected."
It is stuck in a continuous loop. Is there anything i can do to fix it??
