www.brastop.com is really good. It's a UK site but the prices are amazing. I just bought two 32J cup bras for the price of 1 here in the US (including shipping). The bras were maybe 25 dollars a piece. Brastop does a lot of sales though and sometimes you can catch a free shipping worldwide deal. It's not ideal but once you know your size in different brands, it's fairly easy to order online. I looked up bra reviews before I bought and went with what I saw most-with whether you need to size up or down in band or cup. Bratabase.com is an awesome site to look at for reviews. If you get a bra and it really doesn't fit, you can always sell it online. You may need to find a 32D in store somewhere and then alter the band down to fit if the cups work for you. Most US stores do not carry cheap 28 bands (and that's if they even carry the DDD/E cup). www.brabandproject.com has a resource tab that tells you where certain store that sell their brands are located. You can also find this information by going onto the 3 most popular UK small band/large cup brand (curvy kate, freya, and panache) websites and searching by location-the freya website is really quite amazing as you can search by store or online location in the US to find a store near you that sells them. I'd call before going into a store to ensure they actually carry the 28 bands though.

Where can I get a bra like the NuBra for cheaper?

Is victoria's secret bras good for a 13 year olds?
Victoria Secret bras are quite simply the best quality bras you can get. But if it's going to be, like, a first bra, and you're a 34A, I would go somewhere like Gap body or Kohls where it's cheaper and you can get smaller bras for younger girls, why spend money on a really nice VS bra when you're only 13 and you're still growing? I promise you... if thats your size at age 13... your going to grow. stick with cheaper bras at your age.
Where can i find 28ff or 30e bras?! HELP?
It'll be very hard to find those sizes in stores. I'm about a 28FF or 28G. You could try Nordstrom's Rack, they might have that size. I would say that you're probably a 28FF or somewhere around there, because you should go with the band that is closest to your underbust measurement. You could always order 3 bras, like maybe order a 28F, 28FF, and 28G, and you can send back the ones that don't fit. Brastop.com has a lot of bras on sale. :) Also, if you do end up ordering your bras, look up reviews on the bras first, especially if they're the Curvy Kate brand. Some bras may run a cup size or band size small, and you may need to size up or size down in your cups or bras depending on the style too, like if your breasts are fuller on top or fuller on bottom. EDIT: Also, your size isn't very rare, it's actually very common. A lot of people have been buying the wrong sizes though because lingerie stores usually size you to a bra size that they have in stock.

Knowing your size would help me make my recommendations, but I'll just let you know where I shop. I like the bra selection at JC Penny. They have a huge variety. Just be sure to go when they're having a lingerie sale. Their sales are usually either buy one get one half off or buy two get one free. The bras normally cost about $30, but if you go during one of these sales, you can get them for about $20 or less. The JC Penny I usually go to has a good sized section for full figured women but the section for small to average figures is quite a bit better. I've seen bras in most of the varieties you mentioned there. Also, a place to get very pretty bras for cheap is Cato. I don't know if there's one in your area. They charge about $15 for the bras there. I really like the selection they have. They have bras for every size figure.
