Rick above is very accurate in his answer, the problem is his answer really concerns buying from a Vietnamese individual, when dealing with developers its a different kettle of fish. The truth is its much easier for them to wait until the site is developed to then have all the Books made, now you have not said weather the site is still under construction, or if its completed but some condos still to be sold, having to wait till they are all sold is 100% bs, where as if they are still under construction there may well be something written in your original contract,or the land office are telling the truth and the drawings have not been completed. I must also say its not always the seller who is causing the problem but the government official, but it is up to the seller to pay and put pressure on the government to get your Book not you.
Now most would advise you to seek out a good lawyer and let him deal with it for you, fortunately lawyers here are very cheap , me personally, I would watch and when they bring someone on site make a point of speaking to the buyer in front of the seller that they could be cheated out of there money as the seller is not forth coming with the RB, do this a few times and your RB will soon appear.

As many may read this let me offer some advice to others.

When buying a property in VN the seller is responsible for getting either the name changed or producing the new Red Book, this should of course be written in your contract so make sure it is when you pay your deposit and NEVER ever complete payment until they produce the Red Book, even if it means you have to stay in your hotel or rented accommodation don't pay, sorry to say but some sellers will lie and mess you about as it costs them money, but you must stay strong, no Red Book no money.

In Vietnam: Why do they always ask "Are you married?"?

I've just moved to Vietnam. Everyone always asks, "Are you married". They also ask "What is your job" and "How much money do you make?". And this is in the supermarket-strangers!

The answers are:
1) I'm unemployed for the moment. Looking.
2) Never Married, don't want to. Like to rack up notches on my belt and move on.
3) I have money. If I make more, I don't want to tell you how much.

Now about the marriage thing: Should I make up some phoney backstory like "My wife died" so I don't lose "face" with my Vietnamese friends, who seem to pity me?

What is the right answer to these questions, when posed by Vietnamese friends, whose sensibilities you don't want to hurt with tales of all the debauchery we engage in in the West?

Serious replies please, hopefully from expats in Vietnam who know what I'm talking about.
