Are Me and my half-sisters' cousin related?

I have a half-sister, we have the same mother but different fathers.
And I like her dads' brothers' son, but i don't know if we're related or not.

You are related to any person if you share AN ANCESTOR. You and sister share one parent. You are "1/2 siblings" because you only share one parent, not both.
Take that down to your children and hers. They still share a grandparent (the parent of you and your 1/2 sibling). They would normally share 2 grandparents, in this case, they still have one grandparent in common.. the parent that you and your sister share.
Since they DO HAVE a common ancestor, of course, they are related. They would be full cousins, if you were full siblings. So..they are "half" cousins. Yes, they do have the same (partial) blood (ancestor).
Most persons don't bother with the "half" designation. It's up to you.
Any relationship (by "blood") happens when you have the same ancestor..or ancestors.

If her mother is your half-sister, then it seems logical to call her your half-niece, and to call yourself her half-uncle.

This terminology is fairly common, although some people don't like the "half-" bit, and prefer to use the less precise terms "niece" and "uncle". Imprecision annoys me, though!

The son of your half-niece is your "half-great-nephew", or - my preferred term - "half-grandnephew". Again, if you want to be imprecise, leave out the "half-".

Your age doesn't make any difference to the relationship terms that you would use. The English language doesn't really have any features for distinguishing between older and younger relatives, other than just the words "older" (or "elder") and "younger".

It might be uncommon to have a half-niece who is older than you, but I think "weird" is going a bit far. It's good to have a distinctive family set-up. Normal is boring. :)

To clarify things a bit my half brother is 17 years older than I am. His mother was never my stepmom. HIs other half sister is same age as I am. My half brother recently got married and both of his half sisters were in the wedding party. No one could agree on whether the half sisters were related or if related what the title / degree of relationship would be called

I would just call him by his name and when people ask you just say he's your nephew, theres not really a specific 'name' for that relationship

If she is your half sister that means your Mothers are the same or your fathers are the same. So that would mean you have the same Mothers but different fathers, that is what makes you half versus a step sister which is only through marriage not a birth mother or father.
