I'm currently at NJIT, so I walk through RU Newark often in order to get to the EZ Mart. The campus itself is pretty safe. There's always at least two RU Newark officers driving around at all times, and I've never felt unsafe while i was on campus. In fact, an RU Officer actually gave me and two friends a lift to the far end of NJIT because of stuff going on in some of the areas nearby. Stay within their patrol range and you shouldn't have any issues.

New Jersey transit has a decent bus network, and two rail lines in the area. To get between Philadelphia and the Susquehanna Bank Center, use the River Line to connect with a PATCO train.

But his car will NOT be safe for three nights in Camden. If he's then going to New York City after going to the Susquehanna Bank Center, I'd almost recommend only parking around the stadium for the concert, and afterwards driving 40 minutes up to Hamilton train station in Central New Jersey and parking there for the three days.
