What are the chances of the government shutting down again on February 15, 2019?
I think Trump will allow the government to be funded without appropriations for the wall. He will then sign an executive order declaring an emergency at the border.He will sit back happy until Pelosi forces a congressional vote that will easily pass the House. The sanction will force Republicans in the Senate to go on record on whether they support diverting billions to the wall.If the sanction passes, and it probably will, Pelosi will sue the president. The case will take six to nine months to be HEARD and it won’t be DECIDED until the 2020 campaign is in full swing.None of Trump’s wall will be built. He will handily lose the 2020 election. Both China and Europe hates Trump and the Russians showed the world how to meddle in our elections. They won’t pass up the chance.The Republicans in Congress have blocked every attempt to close the gaping holes in our system. For some reason they think the rich people of the rest of the world are all on their side.
Why is Trump allowed to shut down the government?
Because that is one of the loopholes in our system of running the government. Depending on their number of seats in the House or Senate the Congressional leadership can shut it down as well.It is a vital tool, even though it indicates our government has failed to function appropriately. It is ironic that one of the very things that stop a dictatorship or monarchy is exactly what allows for shutdowns.

The Chinese government could shut down all international internet by it won't.It has happened before, but no the government, rather an act of god. On the 26th December 2006 there was a large earth quake, magnitude 7.0 to 7.2, just south of Taiwan. This quake cut the undersea cables that connected much of East Asia with the western communications networks. Google still worked, as they had servers based in China at that time, however I remember trying to buy airline tickets to fly back to the UK that winter and just couldn't get a stable connection to the various websites. Sometimes the BA or KLM site would load, but then you click something and just wait and wait then it timed out any you started again.The event demonstrates that it would be possible to interrupt communications going in and out of China. However, would it be practical for the government to actually do this? Closing off external internet means not just blocking some web pages but also blocking lots of other activities such as email, IP based phone calls, business communications and so forth. It interruption to the normal ecconomy would be large.Few people in China noticed Google being blocked because few people use Google products and services in China anyway. Some people might complain about other sites being blocked but in the most part there is a Chinese equivalent they could use. However, the General Manager of Baosteel is going to be rather annoyed that he can't email Australia to discuss iron ore supplies or that he can't contact engineering companies in Germany that have placed orders.It is one thing so block a leisure product used by common people. It is a different thing to block business products and services used by multi-billion dollar companies.

I was wanting to know the same thing...The government has nothing to do with the recieving of DCSE payments unless the payer is a government employee & they haven't stipened their pay yet. I will be calling my local ofc Monday because my sons father is never late on a payment and the 2nd has come and gone but his pay check stub shows that they deducted the funds from his payroll
