Successes: Desegregating the military, addressed the NAACP and showed he was in favor of helping blacks, pushed for the ability for all to own their own homes, national health care, fair voting (letting blacks vote) and fair trials (also to help blacks), background checks for communist involvement for potential government employees, increased benefits to the unemployed, cut back on defense spending, appointed four justices to the Supreme Court. Failures: The Fair Deal legislation got stopped by congress mostly (so no health care or help for homeowners). His veto of the the anti-labor union Taft-Hartley act was overridden by Congress. His proposal for the handling of the railway strike was seen as unnecessarily harsh, though it wasn't carried out. Cutbacks on defense spending left the country somewhat unprepared for the Korean War. He was consistently attacked and to some extent weakened by Joseph McCarthy and other red-baiters. Estes Kefauver's hearings into corruption in Truman's administration hurt, and the IRS turned out to be scandal-ridden. Many of Truman's proposals were defeated because Congress was heavily Republican and had become very anti-New Deal. Southern congressmen, though Democrats, often voted with the Republicans and were outraged by Truman's pro-civil rights stances. Even though the Democrats made gains in 1948, he still had issues with them, and most of his Fair Deal programs did not pass.

The reason Carter has such a high esteem outside the USA and is condemned within the US is that he was undermined by the Right Wing establishment within his own country, members of the Republican Party were on the edges of treason in relation to the Iranian hostage situation working with that country to ensure American Citizens were incarcerated longer that need be so as to undermine the Democrats at home. In Europe we were aware of the actions of the Republicans but the US media failed to inform the American people.

Hi Erica, The reason (oddly enough) is because the world stage is smaller than the national stage. In domestic policy, presidents have to deal with Congress, the states, the interest groups, etc, etc. In foreign policy, presidents only have to deal a handful of leaders around the world. The number of people who count in foreign policy is suprisingly low. And while presidents must submit treaties to the Senate, the constitution gives presidents the sole right to make foreign policy. This is different from domestic policy, where Congress has always played a larger role. Hope this helps. Cheers.
