Its a metaphor saying that if there is a large group of psychiatrists, they should be diagnosing identically rather than have disputes on what should be considered mentally healthy or not. This, although, can never happen, as culturally there are so many different diagnosis and perspectives on what is, well, "normal." In South Africa there is a diagnosis for people stressed out by school, it is treated like a real diagnosis and a serious mental instability. Imagine if that was a world wide known diagnosis. Half, if not all of china's youth would be diagnosed with this disease. There is a western and eastern diagnostic manual, and some don't even use the manuals. They use other sources besides the DSM or CDC. To sum it all up, psychiatry is not as formal as it should be, and everyone should come to a consensus if it wishes to be serious and survive.
